Duties: 
The Financial Administrator performs the following tasks on a daily basis: Assists the Defender and Administrative Officer with all aspects of financial administration and management including budget development, projections and maintenance, and procurement management. Ensures adherence to federal and local financial and procurement practices and procedures. Acquires knowledge of current requirements and restrictions provided by 1) Defender Services Office (DSO) and Administrative Offices of the U.S. Courts (AOUSC); 2) the Guide to Judiciary Policy; 3) applicable state and federal statutes; and 4) GSA’s rules and regulations. Manages and oversees day-to-day operations of accounting functions. Performs the accounting for the disbursement of appropriated funds. Monitors and controls expenses incurred in the operation and maintenance of the office. Maintains and analyzes accounting and procurement records. Prepares and reviews vouchers for payment, ensuring accuracy and appropriateness. Processes designated phases of procurement; originates or reviews requisitions and obtains prior approval for purchase of goods and services, acts as advisor to staff in purchasing matters, and processes purchase orders and invoices as authorized. Serves as Property Disposal Officer and processes all travel needs for the office. Other clerical and administrative duties as needed.

The Federal Public Defender for the District of Alaska is accepting applications for the position of a full-time Financial Administrator to be stationed in Anchorage, Alaska. The Federal Public Defender operates under authority of the Criminal Justice Act, 18 U.S.C. § 3006A, to provide federal criminal defense services by court appointment to individuals unable to afford counsel.

Job Requirements: 
To qualify for the position of Financial Administrator, a person must be a high school graduate or the equivalent and must have at least three years of general experience; two years of specialized experience with comprehensive knowledge of financial management principals, practices, methods and techniques; the ability to identify and evaluate pertinent facts and regulations, policies and precedents; skill and judgement in the analysis of management issues; knowledge of budget preparation and financial management and operations in a legal environment; preference given for prior experience as an administrative or financial manager performing progressively responsible duties in a criminal defense office with the skills and ability to execute the duties of the position. All candidates must be proficient with the use of a personal computer, with an emphasis in Word, Excel, and other Windows-based applications. Applicants must be able to work well with others and have a commitment to working with and on behalf of indigent clients charged with federal criminal offenses. The position requires limited physical activity; occasionally may be required to lift up to 25 pounds.
Salary and Benefits: 
The starting salary for the FA will be set commensurate with the experience and qualifications of the applicant. This position is in the excepted federal service and does not carry the tenure rights of the competitive Civil Service. The position does include federal employment benefits, including health and life insurance, retirement, and the Thrift Savings Plan. Salary is payable only by Electronic Funds Transfer (direct deposit). Offer of employment is subject to the availably of funds. The approximate start date for this position is December 7, 2020.
